jpegsrc v6a is the Independent JPEG Group freeware source distribution that is able to be compiled on any platform.
This is source implementing the IJG software distribution, allowing compression of files using the JPEG algorithms. This is probably the best place to get free JPEG source. The IJG is a promulgator of the JPEG standard, or at least versions thereof. Their code is known to work and is used by many companies unwilling or unable to implement JPEG from scratch. You can make a case that the IJG distribution is the true JPEG standard.
