Landscape Explorer v3.51 is shareware that generates and displays terrain elevations from 2D data under MS Windows.
Landscape Explorer allows you to define elevation data associated with 2D map and terrain data, and to display the terrain (the package comes with sample data). You can quickly set up height information and generate relief maps that could, say, be dropped into a VRML scene with a little massaging. This is an interesting program that seems to work well. You can select vertical scaling, perspective, view, and color schemes. Terrain displays can be saved as MS Windows BMP or WMF files. The interface for assigning height data to the 2D map is a little clunky, but the documention states that there should be a newer version out by the time you read this. It is a 30-day evaluation copy; there are nag screens; not all features are available until you register.
A commercial version, called Visual Explorer, is published on CD-ROM by Visual Media Systems, France.
